British POLICE Shoulder Title LP 189 Liverpool??

British Police, "I THINK", brass metal, shoulder title. Lp 189. With lug fasteners. Letters, L P 189, attached to two bars. Letter/numbers 22mm high. I am assuming this might be a police issue and with LP again assuming Liverpool, could be Mile out on this, anyway well made.
